<br /> <br /> <br /> <br />City Council Minutes <br />July 19, 1982 <br />Page Six <br /> <br />General discussion was carried on regarding the estimation of costs for a feasi- <br />bility study and the improvements of the roads in the Heavenly Hills Addition. <br /> <br />Mr. Jim Tralle indicated that he felt the City would take over the roads sooner <br />or later and that the decision should be made by the majority of the owners in <br />the Addition. <br /> <br />Mr. Bruce Anderson indicated that there definitely was a problem with the people <br />in the Addition; those that didn't care didn't pay their Association fees, and <br />those that were concerned about the maintenance of the roads paid their Association <br />fees and wanted the City to take over the roads. <br /> <br />The City Administrator indicated that if there was a workable legal agreement that <br />could be implemented for the homeowners in the Heavenly Hills Addition, would it <br />be satisfactory to the people represented at the Council meeting. It was the <br />general consensus that the homeowners in the Heavenly Hills Addition should have <br />a meeting to discuss the possibility of a legal organization for the maintenance <br />of the roads. Councilman Schuldt suggested that the members have someone from the <br />City Council an<1 City staff sit in on the meeting to mediate it and answer any <br />questions that they may have relative to the City's position. Councilman Toth <br />indicated that it was his opinion the homeowners should come to some agreement be- <br />fore approaching the City for the improvement of the streets. Mayor Hinkle indicated <br />that it was his opinion the City could not take any 'action at this time. Council- <br />man Engstrom and Councilman Duitsman indicated that they felt there should be a <br />clear majority in favor of the road improvements and the City's maintenance of the <br />streets prior to the City becoming involved. <br /> <br />It was the general consensus of the group that the homeowners would try to work out <br />their problems prior to approaching the City. <br /> <br />7. Planning Commission Appointment <br /> <br />Mayor Hinkle indicated that he would like to nominate Mr. Jim Tralle to the vacant <br />Planning Commission position. Mr. Jim Tralle indicated that he was aware of what <br />was happening in the City aild has taken leadership opportunities in the past and <br />therefore, would like to serve the City of Elk River in the Planning Commission role. <br /> <br />COUNCILMAN ENGSTROM MOVED TO APPOINT MR. JIM TRALLE TO THE PLANNING COMMISSION FOR <br />THE BALANCE.OF.THE.TERM VACATED. BY.DOROTHY FREDERICKSON. COUNCILMAN SCHULDT <br />SECONDED .. THE. MOTION. . THE MOTION PASSED. 4-0. <br /> <br />8. McClean Conditional Use Permit - Public:. Hearing <br /> <br />Mayor Hinkle indicated that Ms. Janice McClean has applied for a conditional use <br />permit to operate a hair styling salon at 209 Main Street. Mayor Hinkle further <br />indicated that the Planning Commission has considered the McClean request for a <br />conditional use permit and voted unanimously to approve the condtional use. <br /> <br />Mayor Hinkle then opened the public hearing. <br /> <br />Mr. Lloyd Anderson expressed his recommendation to the City Council to approve <br />
