<br /> <br /> <br /> <br />City Council Minutes <br />June 21, 1982 <br />Page Eight <br /> <br />Councilman Schuldt indicated that if the proposed shopping center on the west <br />side of Highway 11169 takes place, it will cause increased traffic along that <br />area and further indicated that the benefits of a sidewalk along Irving Ave- <br />nue outweighed the bad and therefore, was in favor of the sidewalk project. <br /> <br />COUNCILMAN TOTH MOVED TO AUTHORIZE THE CITY ENGINEER TO PROCEED WITH PLANS AND <br />SPECIFICATIONS FOR THE CONSTRUCTION OF A SIDEWALK ALONG IRVING AVENUE. COUNCIL- <br />MAN DUITSMAN SECONDED THE MOTION. THE MOTION PASSED 4-0. <br /> <br />11. Anderson Conditional Use Permit Request - Public Hearing <br /> <br />The City Administrator indicated that Mr. Gary Anderson has applied for a con- <br />ditional use permit for 21090 York Street in Elk River to utilize a temporary <br />trailer as his residence while he is constructing his home. The City Administrat- <br />or further indicated that Mr. Anderson has applied for and received a building <br />permit. <br /> <br />Mr. Rick Breezee, the Building and Zoning Administrator, indicated that Mr. And- <br />erson has applied for this conditional use permit to place a temporary trailer on <br />his property in order to protect his construction materials from thievery during <br />the construction of his home. <br /> <br />COUNCILMAN DUITSMAN MOVED TO APPROVE A CONDITIONAL USE REQUEST FOR THE PLACEMENT <br />OF A TEMPORARY TRAILER ON THE PROPERTY AT 21090 YORK STREET FOR A PERIOD OF SIX <br />MONTHS. COUNCILMAN ENGSTROM SECONDED THE MOTION. THE MOTION PASSED 4-0. <br /> <br />12. Lundgren Zone Change - Public Hearing <br /> <br />The City Administrator indicated that Mr. Ted Lundgren of Princeton, Minnesota, has <br />requeSted that approximately 17 acres be rezoned from its current class of R-lbl <br />Single Family Residential, toa combination of R-3/Townhouse-Multiple Family Res- <br />idential, and R-lc/Single Family ResidentiaL The City Administrator indicated <br />that the R-lc use proposed by Mr. Lundgren is single family lots which would abut <br />on the north the two other single family lots in the Ridgewood East subdivision, - <br />and further indicated that Mr. Lundgren's proposed R-3 use would abut both R-2 and <br />R-4 uses currently existing in the south portion of the 17 acres. The City Admini- <br />strator indicated that the Planning Commission voted unanimously to approve the <br />zone change as requested by Mr. Lundgren. <br /> <br />Mr. Rick Barakat, a resident on 193rd Avenue, indicated that they have come to an <br />agreement regarding the proposed. plat Mr. Lundgren has planned for the 17 acres. <br />Mr. Rick Foster indicated that the residents along 193rd Avenue were concerned with <br />the lot sizes along 193rd and Mr. Lundgren has agreed to reduce the number of lots <br />from six to four. <br /> <br />Mr. Steve Rehmer questioned the difference between the R-lb zone and the R-lc zone. <br />The City Administrator indicated that R-lb zone requires 8,500 square feet and an <br />R-lc zone requires 6,500 square feet. <br />
