Carlson has retired from the Liquor Operations Division after 22 <br /> years of service; and <br /> WHEREAS, Vickie has earned the respect and friendship of her peers, co-workers, and the <br /> Elk River community; and <br /> WHEREAS, For her dedicated service, the City Council extends their sincere appreciation to <br /> Vickie and wish her a long,happy, and healthy retirement! <br /> THEREFORE, I,John J.
