<br /> <br />Discussions were also conducted to discuss dock specifications, pricing and ADA feasibility with <br />Charlie Groetsch, MINNCOR’s engineer and Doug Johnson, Account Manager on 5-24-16. Mr. <br />Johnson indicated “the cost, if this site were to be made ADA accessible, would be extremely <br />high.” Mr. Groetsch concurred. In May of 2016, discussions with Paul Paige, Hoisington <br />Koegler, also indicated that high costs may be used as a factor to determine ADA accessibility <br />infeasible. <br /> <br />Additional discussions with the DNR indicated that approximately one of every four public docks <br />in the state are ADA accessible, and that often, “extremely high costs and location” justify and <br />support ADA requirements being infeasible. . <br /> <br />Based on our research and discussions with professionals in the field, we strongly recommend <br />staff to recognize that providing an ADA compliant dock would be infeasible at this particular <br />location. <br /> <br />● Design options describing the type of dock and ramp to include materials type <br />(aluminum, composite, wood, etc.) would need to be reviewed by city staff - T. <br />Sevcik <br /> <br />City staff has requested that a public dock located in downtown Elk River must be temporary. <br />Attached are three temporary design options and estimated costs provided by MINNCOR: <br /> <br />1. 52- ft Custom Fishing Pier (1072100600): Cost estimate: $20,000- $23,000 <br />2. “L” Pier Assembly (1078108600): Cost estimate: $16,000- $18,000 <br />3. “T” Pier Assembly (1078104000): Cost estimate: $16,000- $18,000 <br /> <br />Dock materials include sturdy 2” by 8” board construction, modular construction with treated <br />pine deckinga and rails, steel parts that are hot-dip galvanized for long wear, rotation-molded <br />with solid foam filled floats and rod mount holes. We are proposing temporary, aluminum stairs <br />that are compliant with the DNR and MINNCOR.
