The group <br /> proposed installing a dock along the Mississippi River within Rivers Edge Commons Park. Council <br /> directed staff to assist the group as they develop a proposal. <br /> Staff met representatives of the group on May 10, 2016, and July 28, 2016; and discussed the Council <br /> direction and proposed several questions regarding the feasibility, design, maintenance, and installation <br /> process. Staff received information from the group regarding design options, estimated costs, and <br /> feedback regarding ADA accessibility. During the August 10, 2016, Parks and Recreation Commission <br /> meeting,the Commission made a motion that the dock should meet ADA standards, and as a result the <br /> Downtown Rivers Edge Business Association determined that the cost of constructing an ADA <br /> accessible ramp was prohibitive. <br /> On April 18, 2018, Chris Carlson of Sportech Inc. contacted Mayor Dietz regarding his desire of <br /> installing a dock near Rivers Edge Commons Park and suggested a community survey to find the <br /> community interest. He also indicated interest in funding the project through the Carlson Foundation. <br /> After a review of previous research and Council discussion, the city administrator directed staff to contact <br /> City of Monticello officials for information on their community dock and to physically observe and <br /> document their offseason storage and spring dock installation. <br /> Staff also reached out to the Minnesota Department of Natural Resources,League of Minnesota Cities, <br /> and MNCOR regarding the feasibility of the Rivers Edge Commons Park site. <br /> The MN DNR Fishing Pier Coordinator stated that the DNR would not recommend placing this type of <br /> structure in a river unless it was in a protected inlet or bay. DNR staff indicated that the structure would <br /> need to be removed seasonally and that floating the structure to another location would likely not be <br /> feasible. Placing a structure in the river would require a MN DNR Waters Permit and likely an Army <br /> Corps of Engineers permit and indicated the structure would need to meet ADA requirements. <br /> P0WIeIa 0 <br /> UREI <br />
