Adopt,by motion, a resolution acknowledging the removal and donation of obsolete playground
equipment.
2. Approve,by motion, the purchase and installation of playground equipment for Deerfield Hill Park
through Flagship Recreation.
Background/Discussion
The existing Deerfield Hill Park playground is the oldest within the city, installed in 1992, and is beyond
its serviceable life. The city has the opportunity to donate the playground to the nonprofit organization
KIDS Around the World to serve children in third world countries. The city previously partnered with
KIDS Around the World in 2013 for the removal and donation of the Orono and Baldwin Park
playgrounds and again in 2017 for the Barrington Park Playground.
Staff recommends donating the playground at Barrington Park to KIDS Around the World to help
support their mission to build playgrounds for children in underprivileged locations outside the United
States. This organization would dismantle and remove the playground equipment with support from
parks maintenance division staff in August 2018.
The new playground would then be installed utilizing an assisted installation process, including park
maintenance staff and certified installers from Flagship Recreation. This installation process will
maximize funds, allowing for more playground equipment while minimizing installation expenses. The
new playground equipment would be purchased from Landscape Structures Inc. through Flagship
Recreation, the state contract vendor.
In addition to the playground installation, staff will install wood fiber impact surfacing; conduct site
preparations and restoration; and rebuild the timber retaining walls around the playground structure.
Financial Impact
The budget for this project was $80,000 from the Park Improvement Fund. Staff recommends the
purchase and installation of the playground equipment from Flagship Recreation in the amount of
$81,010.53.
The Elk River Vision
A PehoMing community 2a itb revolutionary and spirited resourcefulness, exceptional POWERED By
service, and community engagement that encourages and inspires prosperity INAMIRE1
