Open public hearing to take comments on the city Stormwater Program. <br /> 2. No other action required. <br /> Background/Discussion <br /> The City of Elk River is regulated as a Municipal Separate Storm Sewer System (MS4) under the National <br /> Pollutant Discharge Elimination System (NPDES) by the Minnesota Pollution Control Agency (MPCA). <br /> This permit was reissued in 2013 and will expire on July 31, 2018, as it runs on a five-year cycle. The <br /> current permit will only expire if a new permit is issued. Currently, the permit is out for public comment. <br /> The permit prescribes goals in the following categories: Public Education and Outreach; Public <br /> Participation and Involvement;Illicit Discharge Detection and Elimination; Construction Site Runoff <br /> Control; and Pollution Prevention and Good Housekeeping. The city is required to hold an annual public <br /> hearing to receive feedback on the stormwater program. <br /> The following goals were met by the city in 2017: <br /> ■ Staff has continued to make progress planning for future projects related to nutrient reduction <br /> goals for Lake Orono as the requirement <br /> ■ Continue to investigate potential sources of illicit discharges. <br /> ■ Attend regular meetings with the Lake Orono Improvement Association. <br /> ■ Dredged out one acre of the Lion's Park stormwater pond that had exceeded treatment capacity. <br /> ■ Maintain,repair and upgrade old infrastructure in the stormwater system with street upgrades. <br /> In 2018, the nutrient reduction requirement starts for Lake Orono's impairment. We have already made <br /> significant progress with water quality sampling over the last three years and had the city watershed <br /> computer model re-calibrated.
