TO APPROVE THE BINGO LICENSE FOR ST. ANDREW'S CATHOLIC <br />CHURCH~ COUNCILMAN DUITSMAN SECONDED THE MOTION. THE MOTION PASSED 4-0. <br /> <br />7. Appointment to Local Government Operations Committee <br /> <br />Mayor Hinkle indicated that Mr. Jim Simpson has resigned from the Local Government <br />Operations Committee, and further indicated that the committee is still interested <br />in having six members and therefbre has suggested the appointment of Mr. Rob <br />VanVaulkenberg to the committee. Mayor Hinkle indicated that Mr. VanVaulkenberg <br />has expressed his interest in serving on the Local Government Operations Committee. <br /> <br />COUNCILMAN ENGSTROM MOVED TO APPROVE THE APPOINTMENT OF ROB VANVAULKENBERG TO THE <br />LOCAL. GOVERNMENT OPERATIONS COMMITTEE. COUNCILMAN DUITSMAN SECONDED THE MOTION. <br />THE MOTION PASSED 4-0. <br /> <br />8. Membership in the Minnesota Mayor's.Association <br /> <br />Mayor Hinkle requested the approval of the City Council to belong to the Minnesota <br />Mayor's Association and further indicated that the annual dues are $10. COUNCIL- <br />MAN DUITSMAN MOVED TO. APPROVE THE MEMBERSHIP OF THE MAYOR TO THE MINNESOTA MAYOR'S <br />ASSOCIATION. COUNCILMAN ENGSTROM SECONDED THE MOTION. THE MOTION PASSED 4-0. <br /> <br />9. St. Cyr's Liquor License Request <br /> <br />Mayor Hinkle indicated that the new owners of the Kemethese Motel, St. Cyr's Inn, <br />Inc., have applied for a liquor license for their restaurant operation. The City <br />Administrator indicated that the application has been reviewed by the City's Chief <br />of Police and has been found to be acceptable in all respects. <br /> <br />Mr. Richard St. Cyr and Mr. Robert St. Cyr were present to answer any questions <br />the City Council may have regarding the operation of the St. Cyr's Restaurant. <br />Councilman Schuldt questioned the layout of the restaurant. Mr. Robert St. Cyr <br />indicated that there would not be a bar in the restaurant and that drinks would <br />be served from the kitchen. Mayor Hinkle questioned why the St. Cyr's Restaurant <br />in Minneapolis did not serve liquor. Mr. Richard St. Cyr indicated that the ward <br />their restaurant was located in was a dry ward in the City of Minneapblis. <br /> <br />COUNCILMAN DUITSMAN MOVED TO APPROVE THE LIQUOR LICENSE REQUEST BY ST. CYR'S INN, <br />INC. COUNCILMAN SCHULDTSECONDEDTHEM01ION~ THE MOTION FAILED 2-3. COUNCILMAN <br />TOTH, COUNCILMAN ENGSTROM, AND MAYOR HINKLE OPPOSED. <br /> <br />The City Administrator. indicated that the City does not have a policy regarding <br />the number of liquor licenses issued by the City Council and therefore, indicated <br />to the City Council that they must have a reason for the denial of the liquor <br />license request by the St. Cyr's. Mayor Hinkle indicated that the City has issued <br />four licenses at this time. and has proposed an increase of liquor license fees to <br />$4,000, but after a presentation from the liquor license owners regarding the high <br />cost of the $4,000 fee. the Council decided to reduce ~o this. ~nual fee <br />to $3.500 and therefore. it was Mayor Hinkle's feeling. that the issuance of more <br />
