At that time, the Elk River Plaza Planned Unit <br /> Development Agreement was amended as follows: <br /> (04) A 19-foot tall monument sign on Lot 2, Block 1, Elk River Plaza 4th <br /> Addition, and an 8-foot tall monument sign on Lot 3, Block 2, Elk <br /> River Plaza as shown on the approved site plan. <br /> In the records, staff could not find an elevation of the approved 19-foot monument <br /> sign or any notes on the site plan indicating the proposed sign height. The staff <br /> memorandum indicated that the amount of sign area proposed was 80 square feet. <br /> In preparation for the public hearing, staff prepared videotape simulating the <br /> proposed pylon sign at the 19-foot height and a 30-foot height utilizing the Utilities <br /> boom truck. Images were taken from the immediate surroundings and from <br /> Highway 169. <br /> Simulation Observations <br /> Staff concluded from the simulation that a 19-foot high sign would not visible from <br /> Highway 169 and would be below the existing conifer trees. A 30-foot sign would be <br /> visible from Highway 169 and does not appear out of scale or character with its <br /> surroundings. The proposed 30-foot sign would be smaller than the Burger King <br /> sign to the north and would better fit the site. <br /> • Sign Area <br /> City Ordinance defines sign area as: <br /> • ...the area of the largest face including its border area. If <br /> a sign has an irregular shape or has open spaces within its <br /> border, the sign area shall be the area of the smallest <br /> single rectangular figure that encloses it. If the sign is <br /> composed of two or more individual cabinets or other <br /> structures containing advertising messages, the sign area <br /> shall be the sum of all the areas of the individual cabinets <br /> or structures including their border areas.... <br /> A comparison of signs along the Highway 169 corridor shows that the proposed sign <br /> is most closely aligned with the Hillside Crossing development in regards to the <br /> amount of commercial space, sign area and the number of tenants identified on the <br /> sign.
