Memo to the Planning Commission/CU 00-7 <br /> March 28,2000 <br /> Page 3 <br /> • Pedestrian Circulation <br /> TCF has shown a sidewalk adjacent the private drive to provide pedestrian <br /> access into the site and to Norwest Bank. This is consistent with the request <br /> by the Planning Commission and the City Council in 1995. <br /> Refuse Collection <br /> A dumpster and recycling enclosure has been indicated on the site plan to be <br /> constructed with materials to match the building. As indicated on the plans, <br /> the dumpster enclosure is located adjacent the drive-up lanes near the <br /> building with the doors facing Freeport Avenue. <br /> Grading and Drainage <br /> The City Engineer has not reviewed the revised Grading and Erosion Control <br /> Plan. The attached comments respond to the 1/31/00 Grading and Erosion <br /> Control Plan. (See the attached Howard R. Green Memorandum) <br /> Signs <br /> TCF is proposing to have three wall signs and one freestanding monument <br /> • style sign. The proposed wall signs face Freeport Ave, Jackson Street, and <br /> Highway 169. As proposed, the monument sign will be at the corner of <br /> Freeport and the driveway to Norwest Bank. The signs conform to the PUD <br /> sign regulations and will require a City of Elk River sign permit prior to <br /> construction of the signs. <br /> Landscaping and Screening <br /> The landscape plan is similar to that approved in 1995, however there are <br /> fewer trees and no berm separating the drive-up lanes from Freeport Avenue <br /> as requested by the Police Department. In 1995 there were 7 more conifers, 1 <br /> more overstory tree, and 3 more ornamental trees. The development of this <br /> lot will necessitate the removal of 4 existing conifers located along Jackson <br /> Street. <br /> Staff recommends that additional trees and shrubs be provided between the <br /> parking lot and Jackson Street to better buffer the residential area to the <br /> west. Also, staff recommends that the existing trees be protected during <br /> construction. <br /> 0 <br />
