Memo to the Planning Commission/CU 00-7 <br /> March 28,2000 <br /> Page 2 <br /> drive-up area on a 1.9-acre lot in Elk Park Center Planned Unit <br /> • <br /> Development. Conditional use permits are required of each new development <br /> within the Elk Park Center PUD. The location is on the north end of Elk <br /> Park Center between Freeport Avenue and Norwest Bank. <br /> In 1995, the City Council approved a conditional use permit for TCF to <br /> construct the financial institution. Since that time, TCF's conditional use <br /> permit expired because no construction occurred within two years after the <br /> approval date. The development plans now proposed are nearly identical to <br /> those approved in 1995. <br /> Hours of Operation <br /> TCF anticipates the hours of operation to be as follows: <br /> Monday — Friday: Drive-up & Lobby- 9 AM to 7 PM <br /> Saturday: Drive-up window- 8 AM to 3PM <br /> Lobby- 9 AM to 1 PM <br /> Site Plan Review <br /> IllVehicular Parking and Circulation <br /> TCF originally propose access off of Freeport Street, but has amended their <br /> site plan as requested by staff to have only one entrance and two exits off of <br /> the private drive to the east of the site. Norwest Bank is the owner of the <br /> private drive and any access onto it will require a cross access easement. <br /> TCF has also widened the drive isle around the drive-thru to accommodate a <br /> free traffic lane and enough width to accommodate garbage trucks and other <br /> large delivery vehicles. <br /> Based on the size of the Bank and the City's parking requirements, 22 <br /> parking stalls are required. The Bank has shown 30 parking stalls, two of <br /> them handicap accessible. <br /> City ordinance requires stacking room for 5 vehicles per drive through lane. <br /> Due to the number of drive thru lanes, staff believes there is adequate <br /> stacking room as long as a thru lane is clearly identified. The stacking lanes <br /> will need to be striped so that a free traffic lane is maintained around the <br /> drive-thru. <br /> 0 <br />
