The current ordinance allows temporary signs to be displayed, with a <br /> permit, for 15 days. Temporary signs include port-a-panels (yellow and black), <br /> banners, balloons, and inflatable figures. Two permits are allowed per business per <br /> year. Most businesses have complied with the requirements, and the sign rental <br /> company has been helpful in enforcing the sign requirements. <br /> Two businesses complained regarding the number of permits allowed and length of <br /> time for display. Staff reviewed a number of sign ordinances from cities both inside and <br /> outside the state for temporary sign requirements. With the exception of St. Cloud, <br /> Minnesota (150 days/year), Elk River's requirements are very consistent with <br /> surrounding communities. Some cities even prohibit the use of temporary signs. <br /> The questions for the Commission to consider are: <br /> 1.
