She noted that the Windsor Plat is the irst preliminary plat application submitted under the Open Space Preserv. ion Plat Ordinance (Cluster Development). Michele McPherson noted that t - development consists of a 57.03-acre site with 31 single-family residential lots .nd with over 50%of the development permanently protected by a co' servation easement as open space.
