The garden should be used for storage and display of <br /> seasonal goods normally sold within the garden center. <br /> There are designated areas in front of the store that will be used to display <br /> seasonal merchandise. The area located on the north side of the "lumberyard <br /> pick up" area should be eliminated. A pavement that is different from the <br /> sidewalk will delineate the display area. Displaying merchandise outside of <br /> the designated area will be prohibited. <br /> The applicant is proposing an outdoor storage and loading area "cantilever <br /> storage rack" that will be utilized by contractors. Staff is concerned about <br /> this. The area is directly adjacent to the entrance from Tyler Street and will <br /> be very visible from off site. These areas have a tendency to become messy, <br /> cluttered and a general eye sore. The applicant should move this part of their <br /> operation inside; there is an overhead door adjacent to the proposed storage <br /> area. <br /> The site plan also shows a 45' X 60' garden pad in the parking area adjacent <br /> to the south side of the outdoor storage area. Home Depot will use this area <br /> as a temporary extension of their garden center. A temporary split rail fence <br /> should surround the area. The use of this area should be limited to the sale <br /> . and display of garden materials and removed no later than June 30th. <br /> Landscaping <br /> The applicant has provided a landscape plan that is for the most part <br /> consistent with the plan approved as part of the PUD. The parking islands in <br /> front of the store should be planted with shade trees and the trees on the <br /> other islands should also be shade trees. There should also be some <br /> landscaping provided in front of the store. In order to provide screening along <br /> the outdoor storage area, trees should be planted along the side of the fence. <br /> There is room for a 15 foot wide landscape area along the south side of the <br /> outdoor storage area. Additional screening should be planted around the <br /> drainage pond adjacent to the loading docks to better screen the loading <br /> docks. <br /> The applicant has also landscaped the area along Zane Street that has been <br /> designated as proof of parking. This landscaping will remain in place until <br /> the demand for parking exceeds what is initially constructed. Street trees as <br /> shown on the PUD landscape plan should be planted along the right-of way <br /> for Zane Street. <br /> . <br /> S:\PLANNING\SCOTT\CU9936.DO C <br />
