Memo to Planning Commission/P 99-14&CU 99-36 <br /> December 28, 1999 <br /> Page 3 <br /> The parking for the adjacent retail space and the freestanding building, with <br /> . <br /> the exception of some of the spaces right in front of the freestanding building, <br /> will also be installed at this time. <br /> As proposed, there is no separation between the building, pedestrian areas, <br /> merchandise pick up areas and traffic areas. Curbing should be installed <br /> along the front of the building to provide a distinct separation between uses. <br /> The curb could be lowered in areas that will be designated as merchandise <br /> loading areas and at the entrance and exit. Installing curbing would also <br /> eliminate the need for many of the numerous bollards located around the <br /> building. The curb should also be extend around from the drive aisle <br /> connecting Walmart , across the front of the future attached retail space, to <br /> the front of this store. <br /> The proposed storage area at the northeast corner of the building is located <br /> too close to the drive aisle at the north end of the building. If a vehicle is <br /> stopped at the storage area, the drive aisle would be blocked. A more <br /> appropriate location would be on the north side of the building. It could be <br /> placed so that it does not block the drive aisle and there would be an <br /> opportunity to provide screening. The plat would have to be adjusted so this <br /> area is included as part of Home Depot's lot. <br /> • Access to the site is provided as shown on the approved development plan. <br /> There are four access points for this site, one from Tyler Street, which is right <br /> in - right out only, two from 179th Avenue and one from Zane Street. <br /> The loading docks are located on the south side of the store facing 179th <br /> Avenue. Because the building is surrounded on three sides by public streets it <br /> would be difficult to place the loading docks so they are not visible from a <br /> public right-of-way. The docks will be about 4 feet below the grade of the <br /> street and will be partially screened with a wall that will match the exterior <br /> of the building. Landscaping will be provided to help screen the loading docks <br /> from the adjacent streets. <br /> Grading, Drainage and Utilities <br /> Grading, drainage and utilities are addressed in the City Engineer's memo <br /> Outdoor Storage and Display <br /> The proposal includes an 11,000 square foot outdoor storage area and <br /> seasonal garden center. The area will be enclosed with a 20 foot fence with <br /> columns and eight foot high walls on the side and rear. The front will include <br /> • 3-4 foot high knee wall.
