Proposed Outlot A will be <br /> • 2.27 acres and would contain a future freestanding commercial building, <br /> future commercial space attached to the Home Depot building and parking. <br /> Currently all three of the proposed commercial spaces are located on one lot. <br /> At the time when the freestanding building or the attached retail space is <br /> constructed, Outlot A will be platted. It is likely that Outlot A will be platted <br /> into 2 lots, one for the freestanding building and one for the attached retail <br /> space. <br /> Grading, drainage and utility issues are addressed in the City Engineer's <br /> memo. <br /> Park and recreation fees and stormwater management fees were paid when <br /> the property was platted as Elk River Crossing; therefore, no additional fees <br /> will be collected with this plat. <br /> Development Plans <br /> The applicant is proposing to construct a 120,000 square foot home <br /> improvement store with 11,000 square feet of fenced outdoor storage. The <br /> outdoor storage area will also be utilized as part of the garden center during <br /> the spring and summer. The Commission is being asked to consider this <br /> III request prior to final plat approval for the Home Depot Addition. The City <br /> Council will consider the final plat concurrently with this request. <br /> The site plan was compared to the development plan approved as part of the <br /> conditional use permit for the PUD. The approved development plan included <br /> a 112,000 square foot home improvement building with 32,000 square feet of <br /> attached retail space. The proposed plan shows a 120,327 square foot home <br /> improvement store and 11,585 square feet of attached retail space. The <br /> proposed plan has 12,000 square feet less than what was approved in the <br /> development plan for the PUD. <br /> At this time the Planning Commission is being asked to consider only the <br /> 120,327 square foot Home Depot, it's associated parking and landscaping. <br /> The builder of the attached retail space will have to apply for a separate <br /> conditional use permit if and when they move forward with construction. <br /> Parking and Access <br /> The plan shows 641 parking spaces to be included as part of this project. The <br /> 120,327 square foot store requires 602 parking spaces. Only 570 spaces will <br /> be constructed as part of this project; 71 spaces are shown as "proof of <br /> • parking" along Zane Street and will be constructed if needed in the future. <br /> S:\PLANNING\SCOTT\CU9936.DOC <br />
