A <br /> split faced masonry wall is proposed along the rear of the building to screen <br /> the loading docks. <br /> Architectural treatments be incorporated into all facades facing a public <br /> street <br /> The color palate and pilasters have been incorporated into the three sides <br /> which face a public street. Since the rear and left sides of the building front <br /> public streets, cornice details and/or parapet details should be incorporated <br /> into the sides of the building which face County Road 12 and Twin Lakes <br /> Boulevard. Staff is suggesting that some type of cornice and/or parapet detail <br /> be included on the rear and side elevations. <br /> On the expansion side of the building, split faced block is proposed as is the <br /> knee wall and accent strips. No pilasters are proposed. <br /> Extend canopy to cover drop off area in front of building <br /> The revised elevations do not include an extension of the canopy. Staff feels <br /> that although a larger canopy would provide additional shelter for customers <br /> ID would be a nice addition to the front façade, it is not needed to break up the <br /> front facade <br /> In summary, the revised elevations address most of the concerns raised by <br /> the Commission and staff. With the following changes to the elevations staff <br /> believes the building is consistent with the proposed development standards: <br /> 1. Spilt face block, instead of smooth faced block, as the predominant <br /> material on the front facade with red brick accent material, instead of <br /> split faced block, in the pilasters and knee wall. <br /> 2. The columns and knee wall in the garden center consist of red brick to <br /> match the knee wall and accent pilasters on the building. <br /> 3. Cornice and/or parapet details be incorporated into the facades which <br /> face County Road 12 and Twin Lakes Road. <br /> 4. The chain link fence enclosure in the rear of the building be changed to <br /> split face block. <br /> The other outstanding issue is the use of the garden center for year round <br /> display and sales. Staff has a concern with the outdoor garden center being <br /> used as storage area. During a recent visit to the Bloomington store, staff <br /> observed, pallets, bicycles, empty boxes and empty plant containers store in <br /> the garden center.
