Based on our review, comments received at the staff <br /> review meeting and a discussion with the developer's engineer, we would offer the following <br /> comments. <br /> 1. The grading plan shows grading on the Wal-Mart site only. I discussed this with the <br /> • developer's engineer, he indicated that the way the agreements are written, Wal-Mart is <br /> responsible for all grading inside their lot boundary and the developer is responsible for all <br /> grading outside of the Wal-Mart site. This presents a possible timing problem, since <br /> obviously we cannot allow a pond to only be partially constructed. The developers should <br /> provide reassurance to the City that these ponds will be built in their entirety by the <br /> combination of the Wal-Mart mass grading and the Elk River Crossing mass grading and <br /> that this construction will occur in a timely fashion so that the ponds are fully constructed <br /> when they are needed. <br /> 2. The plan shows the width of the parking stalls to be 9.5-feet, this is also slightly larger than <br /> the City requirement of 9-feet. <br /> 3. I have discussed with the developer's engineer, the peak traffic exiting the site. The two <br /> access points are shown to be approximately 25-feet wide. This would allow for one lane of <br /> traffic into the site and one lane of traffic out of the site. We discussed whether or not there <br /> are peak traffic times when a three-lane design would work better with one lane entering the <br /> site and two lanes exiting the site allowing for a right turn and left turn lane.
