Memo to Planning Commission/CU 99-32 <br /> October 12, 1999 <br /> Page 2 <br /> • The Commission's main concern was the building elevations. The revised <br /> elevations are quite an improvement over what was proposed at September's <br /> meeting. Condition# 4 of the September 28th staff report addressed building <br /> elevations; the following is an analysis of how the revised elevations address <br /> the issues outlined in that condition. <br /> Exterior consist of earth tone colors <br /> The proposed building will consist of different shades of tan with blue accent <br /> within and over the arches. The main color of the building will be medium <br /> tan with red brick colored accent knee wall and pilasters. Staff feels this <br /> issue has been addressed in the revised elevations. <br /> Exterior material be predominantly brick and split faced block. <br /> The predominant material on the front wall is proposed to be smooth faced <br /> block with split faced block as the red accent material. Staff is suggesting the <br /> predominant material on the front face be split faced block and use real brick, <br /> instead of split faced block, as the red accent material. Split faced block is <br /> proposed for the other three sides of the building. Using split faced block as <br /> • the predominant material on the front would be consistent with the rest of <br /> the building and be consistent with the proposed development standards. In <br /> addition, brick will weather better and withstand salt and other deicers used <br /> on the on the sidewalks in winter. <br /> Fencing around the garden center consist of wrought iron and brick knee wall <br /> The applicant is proposing aluminum fencing that looks like wrought iron <br /> and split faced block knee wall and columns. Staff is suggesting the columns <br /> and knee wall consist of red brick to match the knee wall and accent pilasters <br /> on the building. <br /> The front façade incorporate recesses, pilasters, display windows, cornice <br /> details or other architectural treatments <br /> The applicant has incorporated arches, pilasters and some cornice details <br /> across the front of the building. The pilasters will be 16" deep to provide some <br /> relief across the front of the building. The proposed plantings in front of the <br /> building will also help break up the façade. Staff feels this is consistent with <br /> the proposed development standards. <br /> A chain link fence enclosure is proposed in the rear (County Road 12 side) of <br /> • the building.
