If <br /> Alternative A-2 (or some variation of it) is adopted, it will also be <br /> important to replat the project using smaller, sewered lots. <br /> County Fairgrounds <br /> The City should encourage Sherburne County to relocate its fairgrounds <br /> out of the City at the earliest possible date so that better use can be made L <br /> of that site (and surrounding properties) and so that the City can recoup <br /> its full investment in utility and road improvements. <br /> Park System Expansion <br /> Major additions to the City park system have been suggested by the <br /> Alternatives to serve this neighborhood and the City at large. The only <br /> sure and equitable way to obtain the planned park sites is for the City to <br /> buy them; it is very unlikely that such tracts can be acquired through <br /> dedication as part of a plat, particularly the major riverfront open space <br /> and park in the floodplain. Therefore, if this plan is adopted by the City <br /> • Council, the City Parks Commission should initiate discussions with lan— <br /> downers and work with the rest of the community to build support for <br /> this major undertaking. <br /> Combining Properties <br /> In designing Alternatives A-1 and A-2, attempts were made to avoid L <br /> splitting ownership parcels and to avoid suggesting that various owners <br /> combine or sell their parcels to a common developer. However, the t <br /> results of a long history of land parcelization are not always conducive to <br /> the best urban design and land marketing. Therefore, there may be <br /> instances where ownership patterns should change.
