L.
• • A major new area of public recreational open space would be
created in the Mississippi River floodplain with a pedestrian
and bicyclist access along Mississippi Road. L-,
• Two new neighborhood parks are planned, one north of r ,
Mississippi Road and one to the south. Each should be 4
approximately three to six acres in size. Additional neigh—
borhood recreation space would be provided at Orono Park C_,
and the planned elementary school site.
• Bicyclist and pedestrian facilities should be provided along all ``
collector and arterial roads. These may consist of concrete
sidewalks (in residential neighborhoods) or wide paved L
shoulders or detached asphalt paths (along Waco Street,
Mississippi Road, and Highway 10). L
• New collector roads should be built in general conformance
with the layout illustrated by Figure 4. Access to and from
Highway 10 would be limited to only six locations within
1111 Area A to protect traffic flow and safety on the highway.
Waco Street would be extended across the Elk River to con—
nect the northwestern portions of Elk River to Focus Area A.
• New sanitary sewer and water services would begin to be
extended into Focus Area A from their present terminus near
the Elk River and Main Street as soon as a public hearing on
the matter is held and the City Council approves the public r_,
project. These services would be extended in stages and
would proceed from southeast to northwest, serving
single—family housing, multiple—family housing, and busi—
ness park as demand dictates.
J .
• r A
40
