EXTENSION OF UTILITIES [ <br /> Providing sanitary sewer and water service is the greatest problem <br /> confronting the development of Area A. _� <br /> • Will residential development occur at a sufficiently rapid pace [ <br /> in Area A that the high cost of extending sewer and water <br /> from some distance can be quickly assessed and repaid so as <br /> to not incur excessive carrying costs? <br /> • Can services be extended to the vicinity of Highway 10 soon [ <br /> enough to meet the forecast demand for industrial land? <br /> • Can the City afford to "carry" the cost of utility extensions for <br /> industrial development if utilities are extended across land j <br /> well in advance of market demand? To what extent can [ ,� <br /> other funding sources such as tax increment financing be used <br /> to help in this regard? <br /> • What will be the policy of the City relative to certain utilities <br /> assessment questions: <br /> Will credit be given for prior assessments? <br /> Will public lands be assessed?
