The Elk River Municipal Utilities r
Commission should be asked to assist in funding the proposed water
improvements including the elevated tower, well, and treatment.
There were a number of unresolved economicquestions about these ro—
Li
P
jects: I
L
1. Should the 345 existing platted lots in the study area be I
required to hook up to City services? If so, should they be L
assessed some portion of the trunk costs? Should this
assessment be levied now or held until these areas hook up to
City services? r
2. How much should be assessed to public lands (government
[
center and County Fairgrounds)?
3. Most land areas are protected from assessment for City
services by the state's "Green Acres" law. This status would
• have to be removed prior to proceeding with an improve—
ment project. (See also "Green Acres Program" in the Legal,
Institutional, and Economic section below.)
4. All properties in the study area have paid a previous inter—
ceptor assessment. Any new assessment project would need
to provide credit for this former assessment amount.
5. Will it be feasible to use tax increment financing for any [
portion of these projects? [---'Topography
Topography does not represent an impediment to development of this [
vicinity; however, by the same token there are no attractive hills for
,
residential development. The area is generally flat with a slight pitch r
toward the river. The only significant topograhic relief is south of L
County Road 30 where the land slopes gently upward, then falls quickly ._ll
toward the river's edge.
