• The Western Area Feasibility Study (Maier Stewart and Associates, Inc., <br /> January 19 89) included preliminary plans for sanitary sewer, water, <br /> storm sewer, and road improvements throughout Area A and used as its L <br /> basis for development the land use plan included in the 1988 City of Elk <br /> River Growth Management Plan. This feasibility recommended the fol— <br /> lowing: ["�] <br /> • Interceptor sanitary sewer, lift station, and forcemain: Extend an tr <br /> 18—inch line along County Road 30 to a lift station on the south <br /> side of County Road 30 between Denver and Concord Streets. A <br /> 12—inch forcemain would carry sewage from there to a point just <br /> east of the Elk River where it would flow by gravity to the treat— <br /> ment plant. The extension of interceptor sanitary sewer across the <br /> Elk River and along TH 10 was considered but rejected. <br /> • Lateral sanitary sewers: Extend a 10—inch line up Concord Street L <br /> and Orono Road, a 12—inch line up the center of the study area, <br /> and a 10—inch line up Waco Street. <br /> • Trunk water lines: Loopthe service alongall collector roads in the <br /> • <br /> study area. <br /> • Stormwater Drainage System: Convey runoff via swales, ditches, <br /> and pipes to a ponding area located in the floodplain along the J <br /> Mississippi River for preliminary treatment prior to release into the <br /> river. <br /> • Road System: The only major new road needed is an industrial [ <br /> loop from TH 10 to Waco Street. Some surface improvements are <br /> needed to portions of County Road 30 and Orono Road. <br /> The feasibility study estimated that the assessment per typical <br /> single—family residential lot for interceptor, trunk and lateral sanitary <br /> sewers, storm sewers, water lines, and all street improvements would — t <br /> amount to approximately $11,350, This is judged to be within the realm <br /> • <br /> of economic acceptability, although final costs could vary. Nine of the <br /> eleven major property owners in the feasibility study area petitioned for <br /> the preparation of preliminary feasibility reports for their individual <br /> • properties, indicating a high degree of interest in land development. <br /> 20 <br />
