Planning Commission Minutes <br /> February 27,2001 <br /> Page 2 <br /> • the City Engineer has recommended a detention area be provided, in order to <br /> avoid overtaxing the storm water system. The City Engineer also recommended <br /> that parking stalls be removed at the south end of the rows of parking in order to <br /> provide flow-through traffic. Ms. McPherson explained that the School District <br /> plans to replace some of the lost green space by creating new green space in <br /> the northeast corner of their property in the future. Staff recommends approval <br /> of the request with the condition that the City Engineer's comments be <br /> incorporated into the plans. <br /> Chair Mesich opened the public hearing. <br /> Ron Bratlie, representing ISD#728, stated that he felt City Engineer's comments <br /> were positive recommendations and they have no concerns. <br /> Commissioner Pederson asked if the parking area would be striped and lighted. <br /> Mr. Bratlie stated that the parking lot would be striped and that lighting and <br /> security systems would be installed as part of Phase 1 of their plans. <br /> Commissioner Baker asked when the property in the northeast corner would <br /> become green space. Mr. Bratlie stated that if construction is completed in June <br /> 2003 as planned, the temporary trailers and bituminous will be removed, and <br /> converted to green space. <br /> Chair Mesich asked if the holding pond would be fenced. City Engineer Terry <br /> Maurer explained that the detention area which was recommended would more <br /> • of a depression than a pond and would not require fencing. <br /> Chair Mesich asked if curb and gutter would be required for the parking lot. Terry <br /> Maurer stated yes. <br /> There being no further comments, Chair Mesich closed the public hearing. <br /> COMMISSIONER JOHNSON MOVED TO RECOMMEND APPROVAL OF THE REQUEST <br /> BY ISD#728 FOR A CONDITIONAL USE PERMIT FOR SENIOR HIGH PARKING LOT <br /> EXPANSION, CASE NO. CU 01-11, WITH THE FOLLOWING CONDITION: <br /> 1. ALL COMMENTS OF THE CITY ENGINEER BE INCORPORATED INTO THE PLAN. <br /> COMMISSIONER BAKER SECONDED THE MOTION. THE MOTION CARRIED 7-0. <br /> 5.2. Request by Aggregate Industries for Conditional Use Permit for Gravel Mining, <br /> Public Hearing-Case No. CU 01-06 <br /> Staff report by Building & Zoning Administrator, Steve Rohlf. Aggregate Industries- <br /> North Central Region, Inc. (formerly Shiely, and also formerly CAMAS) is requesting <br /> a conditional use permit to mine, crush, screen, wash and sell sand and gravel <br /> products at a site located northwest of the intersection of 213th Avenue and <br /> Proctor (County Road 77), and west of Highway 169. Mr. Rohlf explained that the <br /> proposed location will be the long term processing site for Aggregate Industries <br /> for all mining west of Highway 169.
