Memo to Planning Commission/CU 01-21 <br /> July 10,2001 <br /> Page 2 <br /> Overview <br /> • <br /> The Municipal Utilities continues to expand its water production facilities into the east Elk <br /> River area. In order to accomplish this, well and water treatment facilities must be <br /> constructed. <br /> The subject property is a remnant property,which the city purchased for the Twin Lakes <br /> Boulevard(Tyler Street) road construction. The west portion of the subject property has <br /> been utilized for Twin Lakes Road right-of-way and the remnant property will be utilized for <br /> the well and treatment facility with a portion possibly being sold to the adjacent developer to <br /> the east.Located on the property was a single family home and Quonset hut. The property <br /> is currently vacant and has a large wetland complex in the southeast portion of the property. <br /> The Utilities proposes to construct Well#7 on the subject property and in concert with the <br /> well, will also construct a water treatment and processing facility. <br /> Project Description <br /> The Municipal Utilities proposes to construct a 26'x 74'water treatment building <br /> constructed of pre-cast raked finished concrete panels. The structure will be 17'high with <br /> an interior roof of 14'10". Located in the building will be a filter, a backwash reclaiming <br /> area, and space for a variety of chemicals used in the treatment of water. <br /> • The proposed structure will be located on the east side of Twin Lakes Boulevard 50'from <br /> the property line. One driveway access is proposed which will be a"right-in right-out" on <br /> Twin Lakes Road. The surrounding area is predominantly residential and staff would <br /> suggest minor modifications to present a more residential design for construction. This <br /> would include modifying the roof and perhaps changing the concrete panels to have a brick- <br /> like texture impressed into them. <br /> A landscape plan was not submitted, however, staff did develop a plan which includes <br /> evergreen trees and overstory trees. <br /> Parking is not a requirement for the use of this building. The proposed access driveway will <br /> also serve as a parking area for the employee who will check on the operation of the facility <br /> on a regularly basis. Staff would suggest,however,that a turnaround be included to provide <br /> space for trucks to back into for ease of turning around. <br /> Recommendation <br /> Staff recommends that the Planning Commission recommend approval of the request for a <br /> conditional use permit for construction of a water treatment facility with the following <br /> conditions: <br /> .
