Memo to Planning Commission/CU 01-23 <br /> June 26,2001 <br /> Page 2 <br /> • OVERVIEW <br /> Background <br /> The applicant is requesting a conditional use permit to amend the Elk Park Center PUD <br /> Agreement to allow the construction of a 19,579 square foot addition and a pharmacy drive <br /> through window at Cub Foods.The amendment to the PUD agreement is required because the <br /> proposed addition exceeds the total square footage that was originally approved.When the PUD <br /> was originally approved in 1994,the addition to Cub Foods was included as part of the total <br /> square footage approved.The square footage allocated for the Cub Foods addition was used up <br /> with the approval of the Office Max store. The property owner was aware of this when they <br /> submitted the application for Office Max. <br /> Site Plan <br /> Layout <br /> The proposed addition is located on the south end of Cub foods, adjacent to the shopping <br /> center entrance from Jackson Street. The proposed drive through window is located on the <br /> south side of the addition. There are also two loading docks proposed for the west side of the <br /> addition, facing Jackson Street. <br /> Building Elevations <br /> The exterior of the addition will match the exterior of the existing building. An additional <br /> entrance is proposed on the front of the addition.This new entrance will include a canopy.The <br /> drive through window for the pharmacy will be located on the south wall,facing the entrance <br /> from Jackson Street. A small metal canopy is proposed over the window. <br /> Access <br /> The existing loading area will provide access to the to the new loading docks.Access to the drive <br /> through will be from the Jackson Street entrance.The drive will be one-way with the entrance <br /> from the Jackson Street entrance and the exit will be at the front of the store.Directional signage <br /> will be provided and there is sufficient stacking room for 5 cars. Because of the impact on <br /> pedestrian traffic at the front of the store,consideration should be given to realigning the drive <br /> so that it exits back out to the Jackson Street entrance opposite the parking area for the retail <br /> shops to the south. <br /> Grading, Drainage and Utilities <br /> Minimal grading is proposed for the site.
