A third ladder <br />allows access to the <br />conical roof of the <br />tank and the cap <br />on the very top of <br />the Water Tower. <br />This ladder can dis- <br />connect from the <br />second ladder, and <br />pivot around the <br />cap at the top to <br />provide access <br />around the entire <br />circumference of <br />the roof. <br />47.
