• 5. Recreational needs increase with an expanding population. Providing appropriate
recreational facilities requires public acquisition of strategically located, usable land or cash in
lieu of land from developers for park development purposes.
6. Transportation access to part of the city is awkward due to a variety of physical barriers.
The city is interested in assuring adequate transportation corridors, with special emphasis on
east-west movement.
C. GROWTH MANAGEMENT SOLUTION
The Comprehensive Plan is a system of integrated elements which creates the barriers to
negative development and incentives to positive development. It involves the use of a land
use plan, zoning techniques, subdivision regulations, capital improvement programs, utilities
phasing, development exaction and numerous program specific actions.
D. PROGRAM DESCRIPTION
A major component of this Comprehensive Plan is the orderly development of land within the
city. The preparation of this plan required an extensive inventory of background information
necessary to make numerous decisions pertaining to future land use and phasing. Elements
within this plan include overall land use for residential, industrial, commercial, and park use. In
addition, careful attention was paid to the transportation network and utilities. For each of
these elements, a set of goals and policies were identified and the current status was
evaluated. From this information, a plan was developed and a set of necessary actions were
identified for effective implementation. The net result of this effort is a comprehensive land use
• plan and a set of implementation tools with which the city will guide its future development.
E. OFFICIAL DOCUMENT
This Comprehensive Plan, and its components, is an official document of the City of Elk River. It
constitutes the City's Comprehensive Plan pursuant to Minnesota Statutes. All future plans for
land development within the city are subject to review and compliance with respect to this
Comprehensive Plan and its components.
