EXHIBIT B <br /> GOALS FOR RESIDENTIAL DEVELOPMENT <br /> • <br /> • Disburse residential land use densities throughout the community to <br /> provide a well-integrated mix of residential areas. <br /> • Strive to achieve a proper mix of housing opportunities that will not <br /> provide a negative fiscal impact on the City. <br /> • Encourage creative subdivision design and site planning techniques to <br /> strengthen the sense of community within neighborhoods. <br /> • Design techniques should be used within residential developments to <br /> enhance public safety protection for both fire and police. <br /> • Multi-family development should not be concentrated within a few areas <br /> of the community; rather, integrated with the residential areas. <br /> • High density development should be located adjacent to or near minor <br /> arterials or collector streets to reduce excessive amount of vehicular traffic <br /> within low density residential areas. <br /> 110 • Development of owner-occupied housing for low and moderate income <br /> households should be encouraged. <br /> • Investigate the appropriateness of housing maintenance codes to preserve <br /> and enhance the rental units within the City, as well as the aging housing <br /> units. <br /> • Development should be encouraged within areas that currently have <br /> sewer and water, and not require the premature extension of additional <br /> infrastructure, such as sewer, watermains and roads. <br /> • Subdivisions of lands in agricultural areas should adhere to a density of 4 <br /> units per 40 acres with incentives given to utilizing cluster techniques. <br /> • Consider amending the zoning ordinance allowing more defined and <br /> specific uses within each zoning district (i.e., separating single family, <br /> townhomes, and multi-family from one another). <br /> • <br />
