i = <br /> EXHIBIT C <br /> • <br /> MEMO RAN D U M <br /> TO: MAYOR AND CITY COUNCIL <br /> FROM: CITY ADMINISTRATOR <br /> SUBJECT: ZONING ORDINANCE, ZONING MAP AND LAND USE MAP <br /> At the July 28th, 19 , <br /> 80meeting of the Planning Commission, the Planning Commission <br /> considered for the final time, the proposed Zoning Ordinance, Zoning Map and Land <br /> Use Map for the City. The Planning Commission voted unanimously to recommend ap- <br /> proval of the Zoning Ordinance, the Zoning Map and the Land Use Map by the City <br /> Council, with several changes which I will detail in this letter. <br /> Enclosed please find a copy of a letter from Dave Sellergren, Dick Nowlin and Zack <br /> Johnson, regarding suggested changes in the Zoning Ordinance and dated June 25th, 1980. <br /> The City Council has reviewed this memorandum and forwarded the changes to the Planning <br /> Commission for their review and recommendation. In the Planning Commission's review, <br /> on Item Number 1+, the Planning Commission asked that, for travel trailer parks and <br /> • campgrounds, that a conditional use only be permitted in the A-1 Zone, rather than in <br /> the A-1 and R1-B Districts, as recommended by the City Planner. In addition, the <br /> Planning Commission recommended that day care centers for 10 or more children be <br /> added as a conditional use to the R-3, R-1+, and C-2 Zones. <br /> In Item Number 11 of the June 25th, 1980 memorandum, the Planning Commission asked <br /> that the language "automobile service stations" be clarified so as not to eliminate <br /> truck stops and suggested that 'fuotor vehicle service stations" be substituted. <br /> In Item Numbers 19 and 20 of the June 25th, 1980 memorandum, the Planning Commission <br /> recommended that the minimum lot size in the A-1 District remain at the current 5 <br /> acre minimum, and that there be no reference to the word "buildable" as suggested in <br /> Number 19 and the definition in Number 20 in the Zoning Ordinance. The Planning <br /> Commission's objections to Number 19 and 20 centered around their thinking that the <br /> 5 acre minimum would control the growth in the outer fringes of the City better than <br /> the 22 acre minimum. <br /> Enclosed also, please find a memo to me dated July 11th, 1980, from Dick Nowlin, <br /> with three suggested changes for the Zoning Ordinance. The Planning Commission also <br /> reviewed these language changes and voted recommendations to the City Council. In <br /> Item Number 1 of the July 11th memo, the Planning Commission recommended that no change <br /> be made in the C-3 Zone in the conditional use to accomodate light manufacturing. Items <br /> Number 2 and 3 the Planning Commission recommended that the City Council approve. <br /> 4110 <br />
