Donnay's Valley Park Addition
Donnay's Valley Park Addition was built as a starter home area for moderate income residents. The houses are
+primarily single story ramblers. The initial quality of the homes is somewhat better than the slab-on-grade housing
which was typical of housing construction in other communities during the 196O's and 197O's. It is primarily a
middle-class neighborhood with relatively little non-homesteaded property.
Zoning: R-2 Average Property Taxes: S806
School District: Rosemount Avg. # Children per Unit: 1.33
Avg. Standard street and fire service is provided to this
area. Police service is primarily for crimes against people, such as assaults or domestic calls. It is mainly serviced
by the Apple Valley commercial area on Cedar avenue. Donnay's represents what current single-family housing
may look like in twenty years.
l' I
DONNA "S VALLE: ADDITION' . Their affordability is
obtained through accelerated devaluation of the property. The City would do well, from a fiscal standpoint, to
make efforts to ensure property maintenance of these areas to protect its tax base and minimize police services.
Special Notes: Rosemount School District No. 196 has somewhat lower levies (1990 taxes, payable 1991) than the
other districts which would make other areas similar to Donnay's have an even greater negative impact.
•
20
