<br />Memo to the Mayor and City Council <br />Address Reimbursement Policy <br />April 18. 2005 <br />Page 2 <br /> <br />The City Council directed staff to research the County's reimbursement policy and to <br />contact each of the residents regarding the possible costs associated with the address change. <br />A spreadsheet detailing most of the common costs is attached. Research is ongoing for the <br />costs to correct boat, camper, and trailer licenses. <br /> <br />Reimbursement Policy <br /> <br />In addition to reviewing the Sherburne County resolution for reimbursement, staff contacted <br />Dakota County regarding their policy. While Dakota County does not have a written policy <br />such as Sherburne County's, they do review on a case-by'"case basis; the costs associated with <br />an address change specifically relating to brick work and address monuments. Sherburne <br />County's policy allows for reimbursement of work done to correct address markers that are <br />part of the dwelling ($450 cap) and for driver's licenses. No reimbursement is allowed for <br />checks or other items, including time spent contacting various parties of the address change. <br /> <br />Alternatives to the Address Change <br /> <br />The City Council could direct staff to allow the addresses to revert back to the originally <br />assigned numbers. This address change results in huge upheaval and time spent to ensure <br />that doctors, creditors, and family members are made aware of the change, and if there was a <br />way to avoid it, staff would recommend an alternative. However, staff is concerned that this <br />will set a precedent for other neighborhoods in the future, should another error be identified <br />or addresses need to be changed due to a street name change as development occurs in older <br />areas of the city once planned by the County. The conditions of this neighborhood may be <br />such that an exception could be allowed, such as the age of the development, the fact that no <br />other homes will be built in the area, it is a short section of Naples Street, and the 911 <br />system could be flagged to alert responders to the unique addressing of the area. However, <br />the last reason is not an appropriate use of the 911 system as it is typically used to alert <br />responders to conditions that put the responder at higher risk. <br /> <br />Recommendation <br /> <br />In order to preserve the integrity of the addressing system, staff recommends that the <br />Council consider the following: <br /> <br />1. Adoption of a reimbursement policy similar to the Sherburne County policy. <br />2. Reimbursement to residents of Naples Street for the replacement of the address stone <br />on each home and the driver's licenses of each driver not to exceed a total of $400. <br /> <br />S:\PLANNING\Michele McPherson\CCREPRTS\0418 05 Address reimb.doc <br />
