Steering Committee Minutes Page 5 <br /> June 15, 1995 <br /> IIIJohn Kuester <br /> - Feels downtown Elk River has historic character worth preserving <br /> -Suggested doing a historic inventory of buildings in the downtown <br /> Chris Kreger <br /> -Suggested survey of soundness of the buildings when doing historic inventory <br /> Bill Birrenkott <br /> - Felt job of this Committee was to remove as many encumbrances as possible <br /> to help stimulate redeveloping the downtown. <br /> Marly Glines <br /> - Expressed his desire to have the community festival and other functions <br /> brought back to the downtown <br /> - Concerned that no progress is being made by the Downtown Development <br /> Corporation or the Chamber of Commerce Downtown Study <br /> Committee. <br /> CHRIS KREGER MOVED THAT THE STEERING COMMITTEE RECOMMEND THE <br /> ORDINANCE REQUIREMENTS BE RELIEVED BY A FACTOR OF FIFTEEN PERCENT (15%) <br /> ON ANY OF THE CITY'S ZONING STANDARDS, SUCH AS SIGNAGE, PARKING, AND <br /> LANDSCAPING. <br /> Bill Birrenkott stated he agreed with the concept but felt it would be difficult to <br /> • establish a unit of measure that would apply to all circumstances. <br /> Lloyd Barthel <br /> - expressed concern that relief in building codes needs to be addressed as well. <br /> BILL BIRRENKOTT SECONDED THE MOTION. VOTE ON THE MOTION FAILED 10-2. <br /> Roger Holmgren <br /> - Downtown is in transition. Governor's Design Committee stated in 1988 that the <br /> downtown would not exist as a viable retail center in the year 2000, but would <br /> be a service and professional center. <br /> -Specialty shops are an asset to the downtown <br /> -Supported preserving the downtown <br /> -Did not feel the City can legally find a way to relax the building code <br /> restrictions. <br /> Mary Eberley <br /> - Mn/DOT concerned with moving traffic through Elk River <br /> -Suggested exploring the concept of a financial or office park for the <br /> downtown, in which business could be conducted by fax, phone and <br /> computer modem, with services to support these types of businesses <br /> Pat Dwyer <br /> - Did not feel 15% increase is enough flexibility. Some businesses may need 100% <br /> more signage that typically allowed. <br /> 0 <br />
