TRANSPORTATION <br /> • (1988 Comprehensive Plan) <br /> 1. GOAL: Provide and maintain adequate and efficient levels of public <br /> services within the community. <br /> POLICIES: <br /> • Upgrade all primary local streets to hard-surface, all-weather <br /> roads. <br /> • Require that developers provide roads to City specifications before <br /> City assumes ownership and maintenance responsibilities. <br /> • Develop and maintain on a continuing basis a five year capital <br /> improvements program and budget for the development, expansion <br /> and replacement of municipal systems (sewer, streets, water, storm <br /> sewer), municipal equipment (street maintenance, fire, office space) <br /> and park and recreation. <br /> • 2. GOAL: Support a regional transportation system which offers convenient <br /> and adequate service within and through the area. <br /> POLICIES: <br /> • Provide for off-street parking within the commercial area to reduce <br /> vehicle congestion. <br /> • Implement an intersection and traffic control program through the <br /> use of signage and signals. <br /> • Encourage a high level of efficiency, productivity, and quality of <br /> service in modes of transportation between Elk River, surrounding <br /> communities and the Metropolitan areas. <br /> • Provide frontage roads to reduce access points along major <br /> thoroughfares. <br /> • Provide collectors and local streets as appropriate to provide links <br /> to the existing system. <br /> • <br />
