Memo to Steering Committee Page 2 <br /> March 9, 1995 <br /> • further northward. There are also a couple rural subdivisions in the eastern part of the <br /> community that may have to be initially excluded from the service district as <br /> consideration is given to expand eastward. <br /> Lastly, as presented to the Steering Committee at a previous meeting the southeast <br /> portion of the City has a couple of large land owners that may not have any interest in <br /> development. Two of the property owners are Cargill and the State-owned Oliver Kelly <br /> Farm. Given the proximity of these two properties to each other, a natural boundary may <br /> be created where the sanitary sewer and water would not be extended any further east <br /> along Highway 10. (See Attachment B). <br /> Given these parameters is Exhibit C has been prepared which illustrates a possible <br /> expansion of the urban service area towards the City's eastern limits. This boundary is a <br /> preliminary estimation of the area that could be served with City water and sewer based <br /> on the factors presented above and the next wastewater treatment plant expansion to 2.2 <br /> million gallons per day. It was staff's desire to have various "urban service area options" <br /> included in the packet for the Committee's review; however, the information wasn't <br /> completed in time. These options will be presented Thursday. <br /> Essentially, the presentation planned for Thursday night's meeting is to set forth <br /> information relative to the consumption of available capacity at the wastewater treatment <br /> S plant. Based on the available capacity, an ultimate urban service area can be established. <br /> There are no magic lines that have to be maintained to establish the urban service <br /> boundary except for the capacity issue; therefore, the service area can be "molded" to fit <br /> the goals of the City's long range plans. Staff will be prepared with some options for the <br /> Steering Committee to consider at Thursday night's meeting. <br /> In closing, it is important to remember that the identified service area will represent the <br /> foundation for a long term growth area for the community. The service area may be <br /> planned (phased) and developed incrementally over several years. As will be presented <br /> Thursday night, establishing the urban service area is directly related to the design of the <br /> sanitary sewer system. For example, the further east utilities are extended the largeer the <br /> initial pipe size must be. These issues will also be discussed Thursday. <br /> Recommendation <br /> At this point in the process it is important the Committee begin to draw conclusions to the <br /> major issues. Defining the urban service is the first step in"building" the comprehensive <br /> plan. The Committee will be asked Thursday to select either one of the urban service <br /> area options presented by staff or a modification to the presented options. <br /> Steering Committee Opinion Line <br /> • Attached is a draft of comments received from those participating in the "comprehensive <br /> plan hotline" that was set up on February 1st.
