Ach, City Planner. !r DATE: February 9, 1995 SUBJECT: Residential Plan These next meetings will involve the discussion of various topics from which we can now begin to establish certain goals and policies. The first topic to be discussed focuses on the residential element of the comprehensive plan. Overview • In order to begin to draw some conclusions regarding residential land use, it is important to first examine the City's current conditions and potential impacts each type of residential will have upon the City. Particular attention has been given to multi-family development, given the Steering Committee's concern relative to this matter. As we all know, multi-family can have a serious negative impact upon communities if not planned for properly, managed accordingly and maintained. This is evident in some of the first and second ring communities within the metro area (Brooklyn Park, Brooklyn Center) that are finally feeling the aging affects of multi-family projects developed twenty years ago. In addition to multi-family, both detached and attached single family developments will be reviewed. Since a major portion of the City's growth is occurring with the single family plats within the current urban service area, attention will be focused on our current inventory and how we should plan to accommodate the expected demands in the future. Finally, a brief overview of the financial implication in terms of taxes and demands on City services will be discussed. There have been some comprehensive studies completed by other organizations that will be useful in formulating some conclusions for Elk River's plan. • 13065 Orono Parkway • P.O.
