Ach, City Planner. !r <br /> DATE: February 9, 1995 <br /> SUBJECT: Residential Plan <br /> These next meetings will involve the discussion of various topics from which <br /> we can now begin to establish certain goals and policies. The first topic to be <br /> discussed focuses on the residential element of the comprehensive plan. <br /> Overview <br /> • In order to begin to draw some conclusions regarding residential land use, it <br /> is important to first examine the City's current conditions and potential <br /> impacts each type of residential will have upon the City. Particular attention <br /> has been given to multi-family development, given the Steering Committee's <br /> concern relative to this matter. As we all know, multi-family can have a <br /> serious negative impact upon communities if not planned for properly, <br /> managed accordingly and maintained. This is evident in some of the first <br /> and second ring communities within the metro area (Brooklyn Park, <br /> Brooklyn Center) that are finally feeling the aging affects of multi-family <br /> projects developed twenty years ago. <br /> In addition to multi-family, both detached and attached single family <br /> developments will be reviewed. Since a major portion of the City's growth is <br /> occurring with the single family plats within the current urban service area, <br /> attention will be focused on our current inventory and how we should plan to <br /> accommodate the expected demands in the future. <br /> Finally, a brief overview of the financial implication in terms of taxes and <br /> demands on City services will be discussed. There have been some <br /> comprehensive studies completed by other organizations that will be useful <br /> in formulating some conclusions for Elk River's plan. <br /> • <br /> 13065 Orono Parkway • P.O.
