State policy-makers recognize that municipalities face <br /> mounting problems with respect to their ability to guide future <br /> land development to ensure pleasant and economical <br /> residential communities and profitable commercial and <br /> industrial enterprises, while still preserving agricultural lands <br /> and open space. <br /> The Municipal Land Planning Act provides the authority and <br /> uniform procedures for conducting and implementing <br /> municipal planning.This land use scheme was designed to <br /> allow for planning,consistency,customer service, efficiency <br /> and a more secure tax base. <br /> Home rule charter cities <br /> • <br /> Minn.Stat.ch.462. For the most part, Minnesota land use law governs home rule <br /> Minn.Stat.§§473.85 -.871. charter cities just as it does statutory cities. In the metropolitan <br /> area, both the Municipal Planning Act and the Metropolitan <br /> Land Planning Act apply to home rule charter cities. <br /> Municipal authority to plan <br /> Minn.Stat.§462.353-.365. Minnesota law gives cities the authority to regulate the way <br /> land may be used. The Municipal Land Planning Act creates a <br /> single, unite':n procedure that applies to all cities. Ordinances <br /> must comply with both the substantive and procedural <br /> Minn.Stat.§§473.851-.871. requirements contained in the act. Metropolitan area cities are <br /> also empowered and governed by the Metropolitan Land <br /> Planning Act. <br /> Minn.Stat.§462.357,subd.2.
