The property is currently vacant. The property's frontage on <br /> Lake Orono has some existing vegetation as well as the area along Highway <br /> 10. An existing storm drainage pond is located in the southwest corner of the <br /> site which is shared with the adjacent property and serves as a water quality <br /> pond for runoff from the Joplin Street frontage road. As part of the Joplin <br /> Street frontage road project, a curb cut into the subject property was installed <br /> • to correspond with Guardian Angels proposed plans for the site. There is also <br /> a curb cut in the southeast corner of the property from Highway 10. This <br /> driveway serves as access into the Elk Motel. An easement between <br /> Guardian Angels and the motel is in place for the driveway. <br /> Shoreland Ordinance <br /> The Department of Natural Resources has specific classifications for different <br /> types of water bodies throughout the City of Elk River. Lake Orono is <br /> considered a general development lake which has certain restrictions that <br /> extend 1,000 feet beyond the ordinary high water mark of the lake. The <br /> Guardian Angels parcel is completely within the 1,000 foot distance. <br /> Therefore, development of the parcel will be subject to certain shoreland <br /> management ordinances and criteria to preserve the integrity of the natural <br /> resource (Lake Orono) and make sure development is compatible with its <br /> surroundings. <br /> The first guideline reviewed for the proposed planned unit development was <br /> to establish the required development tiers from Lake Orono. The <br /> development tiers are measured in 200 foot increments and radiate out away <br /> from the lake.
