DEC-19-1997 09:33 P.04/05
December 18, 1997
Mr. Steve Ach
Page Three
C. Grading and Drainage Plan
1. The drainage calculations that were supplied adequately address both the quality
and quantity issues and are therefore acceptable.
2. It appears that the emergency overflow from the catch basins, located along the
northern street alignment, would be through the townhouse parking area, over
the curb, and to Lake Orono. This emergency overflow is adequate, however,
the City ordinance requires the adjacent housing unit to have their lowest floor
set at an elevation that would be 1-foot above the emergency overflow. The
emergency overflow elevation should be clearly marked on the plan and the
adjacent housing unit should be set 1 foot above.
3. We assume that the City will be responsible for maintenance of the storm water
pond relative to the operation of the storm sewer system. However, Guardian
Angels should maintain ownership of the land that the pond sits on, and be
responsible for routine maintenance such as; grass cutting and litter pick-up.
Therefore, it may be better if this area is not platted as an outlot so there is no
risk that in the future it will go tax forfeit and have to be picked up by the City due
to the storm water ponds.
D. Utility Plan
• 1. Sanitary Sewer service is provided to the site by extending an 8-inch gravity
sanitary sewer from the manhole located in Joplin Street at the access point to
the site. Gravity sanitary sewer then is extended northerly and easterly to
provide access to all of the units. It appears that the sanitary sewer may need to
be extended slightly to provide access to each of the townhouse units.
2. Watermain is shown as a 6-inch line looped through the site. At the staff review
meeting, it was discussed that an 8-inch loop would be required on the most
southerly road system and to the southeast corner of the property. Revisions
should be included in the internal water system for future looping of the water
system, at the northwesterly corner of the property where it abuts the Hartman
parcel and at the southeastern corner of the property where it abuts the Elk Motel
entrance.
An additional hydrant should be installed along the northerly route at
approximately the mid-point between the two hydrants that are shown. There will
also need to be a hydrant provided on the southern part of the commercial
building. In fact, there is a watermain stub off of the Joplin Street watermain at
approximately this location that could be used to extend into the site for the
placement of this hydrant.
At the staff• review meeting the issue of fire flow at this:development was
discussed relative to whether or not the watermain needs to be looped. After the
staff review meeting, Bryan Adams from the Elk River Municipal Utilities did a
flow test on one of the hydrants and determined that currently the flow is
approximately 2,500 gallons per minute. We also plugged in this development to
Howard R.Green Company
CONSULTING ENGINEERS
