Memo to the Planning Commission/CU 97-29 <br /> November 25, 1997 <br /> Page 2 <br /> Overview <br /> IIThe theater's expansion will extend into the space previously occupied by <br /> Pamida. Approximately 26,000 sq. ft. will be remodeled for the theater's <br /> purposes. The balance of the Pamida space will be leased to a fitness club <br /> (The Gym) which is the subject of another conditional use permit. All of the <br /> theater's expansion will involve interior remodeling with no exterior <br /> improvements. A majority of the issues associated with the expansion of the <br /> theater will involve the building official as it relates to proper exiting and <br /> other building code related matters. <br /> Parking <br /> Four years ago when the theater came before the Planning Commission and <br /> City Council to expand the theater from 5 to 10 screens, a complete parking <br /> analysis was done of the shopping center. With the additional parking stalls <br /> developed, the Elk River Shopping Center met the parking requirements <br /> with no stalls to spare. The ordinance requires movie theaters to have one <br /> parking stall for every four seats. Based on the 10 screens, seating capacity <br /> of 1,700 was planned for and parking requirements calculated based on these <br /> numbers. The additional 8 screens may bring on approximately 1,500 <br /> additional seats, requiring an additional 375 parking stalls. Subtracting the <br /> S required parking for the 25,800 sq. ft. of retail space that will now be used by <br /> the theater, a total of 246 parking stalls would be required. As previously <br /> mentioned, there is no room left on site to provide additional parking. With <br /> the County Market space presently vacant, parking at the shopping center <br /> should not pose a problem at this time. However, as the mall begins to fill its <br /> vacant space, the management of parking amongst the tenants will become <br /> more critical. The key with developing the mall will be to introduce the <br /> appropriate mix of tenants whereby the parking demands for each of the <br /> tenants will be slightly different to balance the parking needs for the center. <br /> Signage <br /> The theater is proposing to add 2 to 3 additional signs on the building <br /> elevation facing Highway 169. These cabinet signs will be similar to those <br /> signs presently in place to advertise the movies that are showing at the <br /> theater. There is no additional signage proposed for the west elevation of the <br /> building as it faces the residential. <br /> III <br /> s:\planning\pc\cu97-29.doc <br />
