<br /> <br />Item # 3.9. <br /> <br />MEMORANDUM <br /> <br />TO: Mayor and City Council <br /> <br />FROM: Bill Maertz, Director of Parks and Recreation <br /> <br />DATE: April 18, 2005 <br /> <br />SUBJECT: Youth Athletic Complex Soccer Field Lights <br />· Resolution Authorizing Staff to Utilize Cooperative <br />Purchase/Joint Powers Agreement for the Purchase and <br />Installation <br />· Authorization to Contract with Anoka Electric Supply, Inc. <br />for Purchase and Installation <br /> <br />Background <br />The 2005 Parks Capital Improvement budget for 2005 includes the construction of a full <br />size, irrigated and lighted soccer field at the Youth Athletic Complex. Elk River Youth <br />Football and the Three Rivers Soccer Association have agreed to contribute a total of <br />$70,000 towards this project. <br /> <br />Summary <br />The lighting system for the Youth Athletic Complex soccer field can be purchased <br />through the Cooperative Purchasing/Joint Powers contract initiated by the City of Rogers. <br />The Cooperative Purchase/Joint Powers Agreement was reviewed by the League of <br />Minnesota Cities to make sure that all legal requirements were met. There have been over <br />a dozen metro area cities that have purchased lighting under this contract. In addition to <br />the base package staff is proposing two additional options. <br /> <br />Option one is a control link system that allows authorized users to turn the lights on via a <br />cell phone. This system will create a detailed report that will track who turned on the <br />lights and how much energy was consumed. <br /> <br />Option two is a pole upgrade that will allow for the use of the poles on the east side for <br />lighting an additional field in the future. <br />
