Elevations will <br /> need to be provided for staff review and approval. Because of the high <br /> visibility of the building, if it has a metal exterior, the roof and walls should <br /> be painted and extensive landscaping should be provided to soften the <br /> impact. A landscaping plan will also be needed. The applicant is not <br /> proposing any improvements to the site. <br /> Existing Conditions <br /> The existing building is used as a clubhouse, storage and office. It has a <br /> metal exterior with sides that are painted brown and is showing signs of <br /> rusting. The roof is also galvanized metal, patched, unpainted and also <br /> showing signs of rusting. The existing building should be painted repaired <br /> where needed. <br /> There are various pieces of equipment and scrap metal being stored outside. <br /> The site should be cleaned up and no outdoor storage allowed. There is no <br /> enclosure provided for the dumpster. The dumpster should be placed either <br /> inside the proposed storage building or kept outside within an approved <br /> enclosure. <br /> There are overhead wires in the area where the storage building is to be <br /> • <br /> located. The applicant should contact Elk River Utilities regarding moving <br /> the wires and the possible costs. <br /> In July of this year a resident whose property abuts the golf course was <br /> granted variance to allow the construction of a net along their property line <br /> in order to prevent stray golf balls from striking their house. At the time of <br /> the variance request there was no option available to require the owner of the <br /> golf course to look at the problem of errant golf balls and make modifications <br /> to the course that would reduce the problem of golf balls being hit on to <br /> adjacent private property. If the Commission would like to address this issue, <br /> it could be made a condition of approval for this conditional use permit. <br /> Recommendation <br /> It is recommended the Planning Commission recommend approval of this <br /> conditional use permit for a storage with the following conditions: <br /> 1. ELEVATIONS OF THE PROPOSED BUILDING SHALL BE PROVIDED FOR REVIEW AND <br /> APPROVAL BY STAFF. <br /> 2. THE EXISTING BUILDING SHALL BE PAINTED AND REPAIRED AS NEEDED. <br /> 0 3.
