Ach, City Planner; Debbie Kleckner, Recording Secretary <br /> 1. Call Meeting To Order, <br /> Pursuant to due call and notice thereof, the meeting of the Elk River Planning <br /> Commission was called to order at 6:30 p.m. by Vice-Chair Sullivan. <br /> 2. Consider 10/14/97 Planning Commission Agenda <br /> COMMISSIONER THOMPSON MOVED APPROVAL OF THE OCTOBER 14, 1997 <br /> PLANNING COMMISSION AGENDA. COMMISSIONER MINTON SECONDED THE <br /> MOTION. THE MOTION CARRIED 5-0. <br /> • 4 3.1. Request for conditional use permit by Quest 2000, Inc. dba Culvers Restaurant, <br /> Public Hearing Case No. CU 97-22 <br /> Steve Ach reviewed changes made in Culver's proposal which were discussed at <br /> the September 30, 1997, Planning Commission meeting. <br /> Vice-Chair Sullivan opened the public hearing. <br /> Representatives of Culvers explained the redesign of the drive-through and drive <br /> aisles. <br /> In discussing access to the site the proposed use of the adjacent property, Terry <br /> Maurer, City Engineer, indicated he anticipates a 30,000-40,000 sq. ft. commercial <br /> use would generate up to 150 vehicles at peak hours, in addition to the Culvers <br /> traffic. Terry noted the developer has indicated he supports two driveway points <br /> into the site. <br /> Commissioner Minton questioned whether or not the backing of vehicles into the <br /> drive aisles on the Culvers site would create problems. Terry did not feel the <br /> situation would be any different than Target or Cub except for the fact there will <br /> be two businesses at this location. <br /> Commissioner Cote expressed concern for potential problems regarding the <br /> access points to Culvers site and the adjacent commercial site. Steve Ach noted <br /> the City Council will be reviewing the plat for these two parcels on Monday night <br /> • and will relay the Commission's concerns. <br />
