Heritage Preservation Commission Meeting <br />Elk River City Hall <br />May 25, 2017 <br />Motion carried 5-0. <br />6.1 Jackson Street Water Tower <br />Mr. Carlton provided an overview of the project condition assessment by stating the <br />City of Elk River is no longer working with Collaborative Design Group for this <br />report. The city has contacted a number of consulting firms to continue the repair <br />work. Staff will be applying for grants to help fund construction documents. Mr. <br />Carlton provided an overview of the estimated project costs of $85,000 to obtain <br />construction assessment documents. <br />6.2 Historic Preservation Web Page <br />Ms. Simon provided an overview of the webpage created for the History Walking <br />Tour. Staff asked Commission members to review and provide content on <br />functionality, content, pictures and anything else that may be beneficial. The <br />following comments were provided during the meeting: <br />• Add the names of the individuals who built the bridge and saw mill <br />• Provide additional sites on web page with local significance such as historic <br />homes <br />• Would like to provide as much local historical information as possible <br />• Would like to see an interactive map of historical sites <br />Staff will be updating the format of the site to incorporate previous suggestions once <br />the content has been finalized. <br />6.3 Downtown Elk River Sign Ordinance Amendment <br />Mr. Carlton provided a summary of the current downtown sign regulations and a <br />proposed ordinance amendment to permit changeable copy signs above the string <br />course. The commission was comfortable with signage above the stringcourse of the <br />buildings, but some members expressed concerns with digital changeable copy signs <br />in the downtown district. <br />7. Updates <br />Mr. Carlton inquired to see if any Commission Members would interested in <br />attending the the Annual Minnesota Historic Preservation Conference taking place <br />on September 1415, 2017 in Albert Lea. Chair Fox and Commissioner Mortensen <br />stated they would be interested. <br />Ms. Simon inquired about going after grant opportunities to create a local <br />designation of historic buildings and/or obtaining signage at national registered <br />historic places in Elk River. <br />
