amount of interest on the debt to be capitalized; increase the • <br /> portion of captured assessed value to be retained by the City; <br /> increase the total estimated tax increment expenditures; or <br /> increase the designation of additional property to be acquired <br /> will only be approved by the City Council after notice to the <br /> public, discussion with the planning commission, the holding of <br /> a public hearing, and the making of findings required for the <br /> approval of the TIF Plan itself . <br /> The geographic area of the TIF District may be reduced, <br /> but may not be enlarged after five years following the date of <br /> certification of the original assessed value by the County <br /> Auditor. <br /> 2 . Use of Tax Increment <br /> Pursuant to Minn. Stat. § 469 . 176, subd. 4, all tax • <br /> increment revenues derived from the TIF District shall be used <br /> in accordance with this TIF Plan and shall be used solely for <br /> the following purposes : a) to pay the principal of and any <br /> interest on indebtedness issued pursuant to the TIF Plan; b) to <br /> finance or otherwise pay the capital and administrative costs <br /> of the Development District . <br /> 3 . Excess Tax Increments <br /> It is not anticipated that the TIF District will generate <br /> excess tax increment. However, pursuant to Minn. Stat. <br /> § 469 . 176, subd. 2, in any year in which the tax increment <br /> should exceed the amount necessary to pay the costs authorized <br /> by this TIF Plan, the City shall use the excess amount to do <br /> any of the following, in the order determined by the City • <br /> Council : <br /> 15 . <br />
