DEFINITIONS <br /> The following terms used in this document have the <br /> meanings given them. <br /> "City" means the City of Elk River, Minnesota. <br /> "Development Districts Act" means the Minnesota Development <br /> Districts Act, Minnesota Statutes, § 469 . 124, et seq. , as <br /> amended. <br /> "Development District" means Development District No. 1, <br /> the Development District established by the City, pursuant <br /> to the Development Districts Act. <br /> "Development Program" means the development program for <br /> Development District No. 1, adopted by the City pursuant to <br /> the Development Districts Act, as amended through <br /> November 30, 1987 . <br /> "TIF District" means Tax Increment Financing District <br /> No. 5, an Economic Development Tax Increment Financing <br /> District established by the City pursuant to the TIF Act. <br /> • "TIF Plan" means the tax increment financing plan for Tax <br /> Increment Financing District No. 5 . <br /> "TIF Act" means the Minnesota Tax Increment Financing Act, <br /> Minnesota Statutes , §§ 469 . 174 et seq. , as amended. <br /> iii. <br />
