Box 490 <br /> Elk River, Mn 55330-0490 <br /> RE: CENTRAL LUTHERAN CHURCH EXPANSION <br /> Dear Mr. Ach: <br /> As requested, we have reviewed the Site Plan for the proposed expansion to the Central <br /> Lutheran Church facility located on School Street. Based upon our review and comments <br /> received at the staff review meeting, we would offer the following comments: <br /> 4 <br /> 1. The plans we reviewed consisted of a preliminary Site Plan and a preliminary Grading Plan <br /> prepared by John Oliver and Associates, and dated August 26, 1997. John Oliver and <br /> Associates also submitted a letter dated August 27th dealing with drainage on the site. <br /> 2. The drainage letter submitted by John Oliver and Associates explains that the area being <br /> used for the building expansion was essentially impervious surface prior to the expansion; <br /> therefore, the increase in drainage runoff is miniscule. We concur with the conclusion in <br /> their letter that no improvement needs to be made to the storm drainage facility for this site. <br /> 3. It is unclear why the concrete curb and gutter was not shown along the west boundary of <br /> the parking lot. Concrete curb and gutter should surround this entire parking facility. <br /> 4. Bruce West, Fire Chief, has indicated he would like to see a hydrant brought in frolT the <br /> existing watermain just west of the site to the most northerly island in the west parking <br /> area. <br /> 5. Glenn Sundeen of the Elk River Municipal Utilities indicated that the transformer pad needs <br /> to be relocated to the northwest corner of the facility. <br /> If you have any questions regarding these comments, please call. <br /> Sincerely, <br /> Howard R.
