<br />~ <br /> <br />. <br /> <br />. <br /> <br /> <br />Regula~ Scheduled Meeting <br />of the Elk River City Council <br />Held at the Elk River Public Library <br />Monday, December 10, 1984 <br /> <br />Members Present: <br /> <br />Mayor Hinkle, Councilmembers Gunkel and Engstrom <br /> <br />Members Absent: <br /> <br />CouncilmembersDuitsman and Schuldt <br /> <br />Planning Commission Members Present: Commissioners Oster, Temple, Fuchs, Wille, <br />Tralle, and Pearce <br /> <br />1. <br /> <br />The joint meeting of the City Council and Planning Commission was called to <br />order by Mayor Hinkle at 7:30 p.m. <br /> <br />2. <br /> <br />Mayor Hinkle indicated that the City Council and Planning Commission would <br />consider the final plat of the Barthel Planned Unit Development~ the Developers <br />Agreement, and the exhibits as submitted by the developers of the Barthel <br />PUD. <br /> <br />The City Administrator indicated that the documents to be considered by the <br />City Council include the following: 1) an updated site plan, 2) a utility <br />plan, 3) a landscape plan including buffers, 4) a final plat, 5) the planned <br />unit development and developers agreement with its assorted exhibits, 6) a <br />detail landscape plan for the shopping center building, and 7) a building <br />plan and elevation for the shopping center. <br /> <br />The City Administrator indicated that the site plan of Parcel D, as proposed <br />to be completed in phases is addressed in the developers agreement, and <br />further indicated that parcels Band C have remained unchanged. The City <br />Administrator indicated that the stand alone hardware store is a part of the <br />phase one project. The City Administrator indicated that the necessary easements <br />have been obtained. <br /> <br />The site plan was reviewed by the City Council with general discussion of the <br />site plan, the types of plantings berm and housing proposed for parcel D. <br />Discussion was carried on regarding the landscaping proposal and the utility <br />plan. <br /> <br />It was the consensus that the light poles to be used in the development would <br />be similar to the poles used in the Barrington Planned Unit Development. <br /> <br />Representatives of the Barthel PUD reviewed the building design, elevation, type <br />of concrete block, color of the proposed building and the proposed sign on the <br />building. Mr. Dave Sellergren, City Attorney, reviewed the documents necessary <br />to be signed and delivered at the time of closing. <br /> <br />Discussion was carried on regarding the tax increment district and the 90 days <br />required to establish a TIF after the building permit has been issued. <br /> <br />Mr. Jim Tralle opened the special meeting of the Planning Commission. <br />
