<br />r- <br /> <br />. <br /> <br /> <br /> <br /> <br />City Council Minutes <br />December 3, 1984 <br />Page Four <br /> <br />Tom Zerwas, Chief of Police, indicated that the City received two bids for the 1982 <br />squads; one in the amount of $2,800 from Dennis Christiansen, and one in the amount <br />of $2,010 from Ray Swanson. Chief Zerwas indicated that Mr. Christiansen has in- <br />dicated his desire to purchase both cars at the amount of $2,800 per car. Chief <br />Zerwas further indicated that the City's attorney, Mr. Peter Beck, recommended <br />that the City Council reject all bids received and then authorize the Police Chief <br />to negotiate with the highest bidder on the purchase of the two cars. <br /> <br />General discussion was carried on rega;rding the City's right to reject bids. Chief <br />Zerwas indicated that the City's request for bid published in the newspaper included <br />the clause, "the City has the right to reject any or all bids". <br /> <br />COUNCILMEMBER DUITSMAN MOVED TO REJECT THE BIDS RECEIVED FOR THE PURCHASE OF THE <br />1982 SQUAD CARS. COUNCILMEMBER ENGSTROM SECONDED THE MOTION. THE MOTION PASSED 4-0. <br /> <br />COUNCILMEMBER DUITSMAN MOVED TO AUTHORIZE THE POLICE CHIEF, TOM ZERWAS, TO NEGOTIATE <br />WITH MR. DENNIS CHRISTIANSEN OF 20800 COUNTY ROAD 50, BIG LAKE, MINNESOTA, IN THE <br />PURCHASE OF TWO (2) 1982 SQUAD CARS. COUNCILMEMBER GUNKEL SECONDED THE MOTION. THE <br />MOTION PASSED 4-0. <br /> <br />8Yz. Utility Commission Appointment <br /> <br />Mayor Hinkle indicated that Councilmember Duitsman has served on the Utility Com- <br />mission for the past eight years and further indicated that he felt the City Council <br />should maintain Mr. Hank Duitsman's experience on the Commission. Mayor Hinkle <br />further indicated that in the future when other commission members' terms expired, <br />the City Council can consider placing a City Councilmember on the Utility Commission. <br />Mayor Hinkle asked that the City Council unanimously approve Councilmember Hank <br />Duitsman's appointment to the Utility Commission for another three year term. <br /> <br />Councilmember Duitsman indicated that he wanted to serve on the Utility Commission <br />and further indicated that it appeared that there would be an open seat on the <br />Commission in 1986. <br /> <br />COUNCILMEMBER GUNKEL MOVED TO APPOINT MR. HA}~ DUITSMAN TO THE UTILITY COMMISSION <br />FOR A THREE YEAR TERM BEGINNING JANUARY 1, 1985. COUNCILMEMBER ENGSTROM SECONDED <br />THE MOTION. THE MOTION PASSED 5-0. <br /> <br />9. Administrator's Update <br /> <br />A. CIP Narrative Draft <br /> <br />Councilmember Duitsman indicated that the CIP narrative draft presented to the <br />City Council appeared to be adequate and accurate. <br /> <br />B. Budget Meeting Date <br /> <br />It was the consensus of the City Council that the City Council would discuss <br />the fire depar~ment budget at their regular scheduled City Council meeting on <br />December 10th and they would have a City Council budget meeting December 11th <br />at 7:00 p.m. at City Hall. <br />
