City Council Minutes December 3, 1984 Page Four Tom Zerwas, Chief of Police, indicated that the City received two bids for the 1982 squads; one in the amount of $2,800 from Dennis Christiansen, and one in the amount of $2,010 from Ray Swanson. Chief Zerwas indicated that Mr. Christiansen has in- dicated his desire to purchase both cars at the amount of $2,800 per car. Chief Zerwas further indicated that the City's attorney, Mr. Peter Beck, recommended that the City Council reject all bids received and then authorize the Police Chief to negotiate with the highest bidder on the purchase of the two cars. General discussion was carried on rega;rding the City's right to reject bids. Chief Zerwas indicated that the City's request for bid published in the newspaper included the clause, "the City has the right to reject any or all bids". COUNCILMEMBER DUITSMAN MOVED TO REJECT THE BIDS RECEIVED FOR THE PURCHASE OF THE 1982 SQUAD CARS. COUNCILMEMBER ENGSTROM SECONDED THE MOTION. THE MOTION PASSED 4-0. COUNCILMEMBER DUITSMAN MOVED TO AUTHORIZE THE POLICE CHIEF, TOM ZERWAS, TO NEGOTIATE WITH MR. DENNIS CHRISTIANSEN OF 20800 COUNTY ROAD 50, BIG LAKE, MINNESOTA, IN THE PURCHASE OF TWO (2) 1982 SQUAD CARS. COUNCILMEMBER GUNKEL SECONDED THE MOTION. THE MOTION PASSED 4-0. 8Yz. Utility Commission Appointment Mayor Hinkle indicated that Councilmember Duitsman has served on the Utility Com- mission for the past eight years and further indicated that he felt the City Council should maintain Mr. Hank Duitsman's experience on the Commission. Mayor Hinkle further indicated that in the future when other commission members' terms expired, the City Council can consider placing a City Councilmember on the Utility Commission. Mayor Hinkle asked that the City Council unanimously approve Councilmember Hank Duitsman's appointment to the Utility Commission for another three year term. Councilmember Duitsman indicated that he wanted to serve on the Utility Commission and further indicated that it appeared that there would be an open seat on the Commission in 1986. COUNCILMEMBER GUNKEL MOVED TO APPOINT MR. HA}~ DUITSMAN TO THE UTILITY COMMISSION FOR A THREE YEAR TERM BEGINNING JANUARY 1, 1985. COUNCILMEMBER ENGSTROM SECONDED THE MOTION. THE MOTION PASSED 5-0. 9. Administrator's Update A. CIP Narrative Draft Councilmember Duitsman indicated that the CIP narrative draft presented to the City Council appeared to be adequate and accurate. B. Budget Meeting Date It was the consensus of the City Council that the City Council would discuss the fire depar~ment budget at their regular scheduled City Council meeting on December 10th and they would have a City Council budget meeting December 11th at 7:00 p.m. at City Hall.
